I'm not sure exactly what you're describing--it might help for you to give more information about your cervical issues. But I can say that before surgery, I could not look up at the ceiling, fell asleep during a performance of Ka (Cirque de Soleil) because we were sitting up front and I couldn't lift my head to watch them climb vertical walls, and my head tilted to the right. One of the neurologists I saw who refused to believe that I had a c5/6 herniation diagnosed me with torticollis of unknown origin--which speaks more to these movement issues than to the reality of her diagnosis.
